Five Southern Expressways Set for Implementation

The HCMC – Moc Bai Expressway is one of 12 projects under the public-private partnership (PPP) model recently proposed by Ho Chi Minh City for budget allocation in 2024 to support investment planning, appraisal, and approval. The expressway will span approximately 50 kilometers, starting from the Ring Road 3 junction in HCMC and ending at the Moc Bai Economic Zone in Tay Ninh Province. The first phase of the project has an estimated investment of VND 15.9 trillion (around USD 650 million), initially building four lanes, with plans to expand to six to eight lanes upon completion.

Land clearance costs for the project are expected to reach VND 7.4 trillion, with HCMC contributing over VND 5.9 trillion. According to the city’s Department of Transport, construction is expected to begin in 2023 and be completed by 2026. This expressway will enhance the transportation network of the Southern Key Economic Region, connecting major economic hubs, border gates, and urban areas. It will also establish a new route between HCMC and Tay Ninh, relieving congestion on the overloaded National Highway 22, currently the only major route in that direction.

Another key expressway project in the Southeast region is the Bien Hoa – Vung Tau Expressway, which is also expected to begin soon. Over a decade ago, the Ministry of Transport approved the project proposal; however, due to unclear funding sources and an unviable investment model, the developer eventually returned the project. Recently, the first phase of this expressway has been proposed for public investment, with a total estimated cost of VND 17.837 trillion. This project is expected to meet increasing transportation demands in the Southern Key Economic Region.
Once completed, the Bien Hoa – Vung Tau Expressway will help ease congestion on National Highway 51.

The Bien Hoa – Vung Tau Expressway will span over 53 kilometers, starting from the bypass of National Highway 1 in Bien Hoa City (Dong Nai Province) and ending at an intersection with National Highway 56 in Ba Ria City (Ba Ria – Vung Tau Province). The expressway is expected to be completed by 2025, helping to ease traffic congestion on National Highway 51 and synchronize the regional transport infrastructure along the HCMC – Vung Tau logistics corridor.

The project will also unlock the full potential of key infrastructure such as the Cai Mep – Thi Vai port cluster and Long Thanh International Airport, while boosting the socioeconomic development of Dong Nai, Ba Ria – Vung Tau, and the broader Southeast region.

Meanwhile, the Dau Giay – Tan Phu Expressway, which lies entirely within Dong Nai Province, is approximately 60 kilometers long. The Ministry of Transport recently submitted a proposal to the Prime Minister for investment approval under the PPP model, using a BOT (Build-Operate-Transfer) contract. This expressway is part of the Dau Giay – Lien Khuong Expressway, which has a total length of over 200 kilometers, connecting Dong Nai with Lam Dong Province.

The route will begin at an intersection with National Highway 1 near the HCMC – Long Thanh – Dau Giay Expressway in Thong Nhat District and will end at a junction with National Highway 20 in Phu Trung Commune, Tan Phu District. In the first phase, the project is expected to have a total investment of over VND 8.3 trillion, building four lanes, 17 meters wide, with a design speed of 100 km/h. The Ministry of Transport plans to carry out project preparation, investor selection, and land clearance in 2022–2023, with construction set to begin in 2023 and finish by 2025.

Once completed, the expressway will help reduce congestion and accidents on National Highway 20 and enhance connectivity between Dong Nai and Lam Dong. In addition to this project, the other two segments of the Dau Giay – Lien Khuong Expressway—Tan Phu – Bao Loc City and Bao Loc City – Lien Khuong—are currently being promoted by Lam Dong Province for implementation.

The Mekong Delta region, consisting of 13 provinces and cities and home to over 17 million people, is considered a key economic area, contributing nearly 18% of the national GDP. However, for a long time, the economic development of the western provinces has not matched their potential, partly due to weak transportation infrastructure. In recent years, many infrastructure and expressway projects have been accelerated to promote the region’s strengths.

Among these is the Cao Lanh – An Huu Expressway, which spans over 27 kilometers, connecting Tien Giang and Dong Thap provinces. Preparations are scheduled for this year, with land clearance taking place between 2022 and 2023. Construction is expected to begin in 2023 and be substantially completed by 2025. The expressway starts at the intersection with the My An – Cao Lanh Expressway in Cao Lanh District (Dong Thap) and ends at the junction with the Trung Luong – My Thuan Expressway in Cai Be District (Tien Giang).

According to the prefeasibility study recently submitted by the Ministry of Transport to the Prime Minister, the project is proposed to be built initially with four lanes, 17 meters wide, with a total investment of over VND 6,000 billion from the state budget. Land clearance will be implemented once, based on the full design width of nearly 25 meters.

The Ministry of Transport has divided the route into two components to facilitate implementation. The first project, more than 18 kilometers long, is located in Dong Thap and requires an investment of over VND 4,300 billion. The second project, over 9 kilometers in length, runs through Tien Giang with a total investment of more than VND 1,700 billion.

In addition to the key routes mentioned above, the Châu Đốc – Cần Thơ – Sóc Trăng Expressway project, with a length of more than 188 km, was recently submitted by the Mỹ Thuận Project Management Board to the Ministry of Transport. The project is expected to have a total investment of over VND 44.3 trillion, with construction planned from 2023 to 2025 and full completion by 2027.

The expressway starts at National Highway 91 in Châu Đốc City (An Giang Province) and ends at Trần Đề Port (Sóc Trăng Province). The expressway will initially be built with four lanes, a width of 17 meters, and a design speed of 80 km/h. The project is proposed to be funded by the state budget and other sources, implemented under the public investment model.

Together with the Cao Lãnh – An Hữu Expressway, the Châu Đốc – Cần Thơ – Sóc Trăng Expressway will serve as major east-west corridors in the Mekong Delta. Once completed, they will meet the transportation demand along the southern bank of the Hậu River and the northern bank of the Tiền River. These two key routes will form vital arteries connecting seaports and linking major north-south corridors such as National Highway 1, the Eastern North–South Expressway (HCMC – Trung Lương – Mỹ Thuận – Cần Thơ – Cà Mau), and the Western North–South Expressway (National Highway N2 – Mỹ An – Cao Lãnh – Lộ Tẻ – Rạch Sỏi).
