On behalf of the Prime Minister, Minister of Transport Nguyen Van Thang has submitted a report to the National Assembly on the implementation status of the Ring Road 4 – Hanoi Capital Region Project.
At its 3rd session, the 15th National Assembly passed Resolution No. 56/2022/QH15 on June 16, 2022, approving the investment policy for the Ring Road 4 – Hanoi Capital Region Project (hereinafter referred to as the Project).
According to the Resolution, the preliminary total investment of the Project was estimated at VND 85.813 trillion, including:
VND 29.447 trillion from investor mobilization,
VND 45.847 trillion from the state budget for component projects in Hanoi,
VND 5.245 trillion from the state budget for component projects in Hung Yen Province, and
VND 5.274 trillion for component projects in Bac Ninh Province.
However, the Government reported that in actual implementation, the total investment of the Project is estimated at VND 88.694 trillion, an increase of VND 2.881 trillion compared to the initial estimate in Resolution No. 56/2022/QH15. The breakdown is as follows:
Component Project 1.3 has a total investment of VND 5.354 trillion, which is VND 2.874 trillion higher than the preliminary estimate due mainly to applying market-based land compensation prices.
Component Project 1.2 has a total investment of VND 5.240 trillion, about VND 1.5 trillion higher than the initial estimate, also primarily due to market-based land compensation pricing.
Component Project 3 has a total investment of VND 55.052 trillion, which is VND 1.484 trillion lower than the initial approved estimate.
According to the Government’s report, the Project will span 112.8 kilometers, passing through Hanoi, Hung Yen, and Bac Ninh provinces. The initial total investment is VND 85.813 trillion, with preparation and implementation from 2022, basic completion by 2026, and operation starting in 2027.
The Project is divided into seven component projects:
Component Project 1.1 (land clearance and resettlement in Hanoi):
Managed by Hanoi People's Committee under public investment.
Total investment: VND 13.370 trillion (Central budget: VND 4.010 trillion, Local budget: VND 9.360 trillion).
Component Project 1.2 (land clearance and resettlement in Hung Yen Province):
Total investment: VND 3.740 trillion (entirely from central budget).
Component Project 1.3 (land clearance and resettlement in Bac Ninh Province):
Public investment model.
Total investment: VND 2.480 trillion (Central budget: VND 2.110 trillion, Local budget: VND 370 billion).
Component Project 2.1 (construction of parallel urban roads in Hanoi):
Public investment model.
Length: 58.2 km, two lanes.
Total investment: VND 5.388 trillion (Local budget).
Component Project 2.2 (construction of parallel urban roads in Hung Yen):
Public investment model.
Length: 19.3 km, two lanes.
Total investment: VND 1.505 trillion (Local budget).
Component Project 2.3 (construction of parallel urban roads in Bac Ninh):
Public investment model.
Length: 35.3 km, two lanes.
Total investment: VND 2.794 trillion (Local budget).
Component Project 3 (construction of the expressway):
Implemented under the PPP (Public-Private Partnership) model, managed by the Hanoi People's Committee.
Length: 112.8 km, total investment: VND 56.536 trillion.
State capital: VND 27.089 trillion, Investor capital: VND 29.447 trillion (accounting for 52.1%).
